Alright, to enter cheats on this game, You will need to complete the second mission with Roman Your cousin, in order to get your first Cellphone, Once you have completed and gotten the cellphone, open it so you can dial a number.

Steps:

Obtain your first cellphone
Open it, so you can dial a phone number.
Type in the cheat number
BECOME A CHEATER!
